  • 1 cup water
  • 1/2 cup vegetable oil
  • 3 large eggs
  • 1/2 cup unsweetened cocoa powder
  • 8 oz cream cheese, softened
  • 1 cup powdered sugar
  • 1 tsp vanilla extract
  • 1 cup milk
  • 1/2 cup chocolate chips

Instructions
